AI-Enabled Climate Governance and Resilience Through Human-Centered Decision Making in Pakistan: Policy Brief

This policy brief highlights how Artificial Intelligence (AI) can strengthen climate governance and resilience in Pakistan through a human-centered and ethical framework. As one of the most climate-vulnerable countries, Pakistan faces recurring floods, heatwaves, glacial melt, and droughts that severely affect lives, infrastructure, and economic stability. Despite existing policy frameworks, governance gaps persist due to fragmented data systems, limited AI literacy, weak interagency coordination, and inadequate integration of local knowledge. The brief proposes responsible AI adoption guided by transparency, accountability, explainability, and human oversight. Key recommendations include developing national AI governance standards, building institutional data capacity, creating integrated climate data platforms, deploying AI-based early warning systems, incorporating community participation, and enhancing transparency in climate finance. By embedding AI within institutional structures rather than treating it as a standalone solution, Pakistan can transition from reactive disaster management to proactive, data-driven, and inclusive climate resilience strategies that prioritize vulnerable populations and sustainable development.
