Building a Better Pakistan: Informed Decisions Through Policy Research.

Addressing Local Manufacturing of Active Pharmaceutical Ingredients (APIs) in Pakistan

This policy brief examines the major challenges hindering local manufacturing of Active Pharmaceutical Ingredients (APIs) in Pakistan, including inadequate infrastructure, high production costs, regulatory complexities, limited research investment, and difficulties meeting international quality standards. Heavy reliance on imported raw materials, unreliable energy supplies, and weak academia-industry collaboration further restrict pharmaceutical sector growth.

The brief proposes practical policy reforms, including phased quality certification, centralized digital compliance systems, virtual API manufacturing zones, shared waste treatment facilities, and simplified regulatory procedures. It emphasizes strengthening the Drug Regulatory Authority of Pakistan (DRAP) as a facilitator rather than solely an enforcement body.

Furthermore, the recommendations encourage university-industry research partnerships, effective utilization of pharmaceutical research funds, and tax incentives for employing qualified researchers. These measures aim to reduce import dependency, improve industrial competitiveness, attract investment, and promote sustainable domestic pharmaceutical production, ultimately strengthening Pakistan’s pharmaceutical self-reliance and long-term economic development through coordinated institutional and policy support.
